IDFN which is represented by
Tammuz organization has distributed its monitors who are 3682 all over the
electoral centers and in the majority of the electoral stations. The process
of election was smooth and swift. The organization could coordinate among
the monitors through the cell phones and the field visiting.
It also could arrange a line of
special cars in the election in addition to badges to facilitate the
performance of the monitors and the organization network as well.
Under the stable situation that
are prevalent in the Region since the beginning of the media silence and
before the starting of the end hour 8:00, which is the time that has been
specified to open the election centers to elect the parliament and the
presidency of the Region.
There were many electors in the
centers of election .The security level was at high standard that the
ministry of interior has done many procedures in the region. The security
plan was designed by the ministry was very compact that kept the situation
very stable on the 25th of July 2009. The security plan has a key
role in the success of the election process that witnessed a huge number of
police around the election centers to maintain the safety of the electors.
The plan included erecting concrete walls around the centers of election
plus blocking the borders among the regions and the neighboring countries
prohibiting the entrance and the exiting from the region for 24 hours .
The first hours witnessed a
tremendous attendance of the electors, on the contrary to the afternoon
hours where the attendance was few. The activity elevated afterwards.
Most centers opened their doors in
hour 8:00 of 25 July- 2009 simultaneous to the monitors and entities
representatives as well as the international monitors. In some other
centers, the voting was late for half an hour after 8:00.
The papers were counted in the
majority of centers post to the closing of boxes with coded numbers.
The process of voting began after
ensuring of the attendance of the higher commission of election and after
counting the number of election papers. The process was very smooth and
streamlined with availability of all the election supplies and substances.
The compatibility of boxes code
numbers were ensured to have the sameness with that ones showed in the
opening. After that, the sorting has began where the final election papers
have had compared with total real number. The sorting of valid and invalid
papers began afterwards.
Some notes we summarize in the
following:
- there was majority attendance of
the members of the higher commission Council in Kurdistan as well as its
cadres who made field visits and media meeting.
-A key role was done by our
monitors in Erbil, Suleimania, Dohuk, who coordinated their efforts with the
Network center in Baghdad. They have active role in unifying the reports and
delivering them as quick as possible to the specialized authorities.
- The cadre of Media attendance
was good. They participated in the TV programs and were able to provide the
data, coordinates, information to the publics to be on the disposal.
- The coordinators had unique
effort in contacting with our organization's monitors from the opening
through the closing date.
The monitors had these notes that
are summarized in the following:
- Disappearance of some electors
names from the Station Registering Book of Election which was unjustifiable
and negative.
- Some members of the family found
their names whereas other members could not.
- In the outside posters for
election, some electors found their names whereas the names where missing in
the registration Book of election.
-Some electors could remove the
Ink after the Election, which is a situation, happens during all the
elections.
-The infringement of the election
secrecy when the papers of election were opened before inserting them in the
boxes in number of stations.
- Some people wore clothes have
political logos for certain entities – Some monitors of the political
entities maintained from his\her post to propagate for certain List in the
station.
Some electors were not in the
registration documents, though they elected.
- We aim to show all the details
in the swift reports that we issue. Our goal behind these reports is to have
quick counter-procedure to halt them at the exact time. We promise to
provide all the minutes details about the breaches, coos and pros of the
above-mentioned report in the next detailed report, which is going to be
issued soon.
