Tammuz organization for
social development had issued its second report about the observing the voters
registration the duration from July 27 till 2007 August 7 the observation
operation was so good and the organization observers had spread at the
registration centers , daily the observes had observed the observation operation
and they proficiently documented the notes , and the report had known the
continuing of visits of the commissariat officials if its from the
commissioners or directors of the canton bureaus to the voters registration
centers and that visit has good effect to pass this mission the UN employee has
visit the registration centers and they directly see the operation of the
registration also the visits are adsorbing by the security officials and they
directly supervision about the security situation in the centers.
The organization’s observers
and affiliated had continue by talking with people about the impertinence to
came to the registration centers to checking their names , the faults and
defectiveness are back down comparing with the first ten days of the
registration operation , but there are some breaches just like they blocking
our observers from registering the number of voters also some of them don't
allow as to registering the lock number of the box.
There
are some notes in the report such as:
1.the numbers of reviewers
are few comparing with total numbers of the voters, and maybe that because of a
weak awareness of the voters and the weak of the media and propaganda of the
voters register they haven’t know the importance of the election operation and
some of them think that there is no need to reviewing the register of voters and
at the same time the parliament has many opinion about the law of election of
governorate councils, and the weak role of the political entities because they
didn't educated their affiliated and co acting them about the importance of the
election operation, generally each part must have its role especially the
commission and adsorbing the people educationally and media.
2.
It turned out that the registration process was
voters cruise and without incidents or breaches of security or explosions. It
seems that the lack of threats linked to inter factors including the improved
security situation and overall decline in terrorist activity in addition to the
existence of adequate security forces to protect the registration centers
Experience
suggests that this period witnessed some easing in the political situation and
communicate to some synergies reflected on the registration process and security
situation in general.
3. Get a
noticeable improvement in the activity of the Independent Higher Commission of
elections and this is reflected in the following indicators:
v
Minister of the Directors continuing voter registration centers in the provinces
and this gives support and attention to the cadres of
commission
and the
voter registration process.
v
The
presence of members of the task registration centers in time for the start of
registration.
v
Choose the best sites for registration centers and provide protection for them.
v
A
technical preparation required by this process (the register of voters,
registration forms, stationery, etc), was a good show, and is ready early for
this process, despite the surprise of the absence of a conservation fund
necessary materials in some registration centers.
v
Access to voter registration centers have been regularly and this demonstrates
the good preparation by the UNHCR, despite the lack of auditors.
v
Remarkable cooperation between UNHCR staff and voters in general and this was
reflected in the lack of registration of complaints against the UNHCR only
rarely.
v
Dealing good and positive attitude with the issues of immigrants and migrants,
where voters were allowed to (the displaced people and refugees) in the register
of voters registered in other places of origin.

not been any exchange of observers during the period of registration centers our
report
4. Has emerged
clearly twice the attention of most political parties and political forces, the
voter registration process and reflected Balsaf notable for the presence of
representatives of political entities in the elections except for some centers
of power that started noticeably.
5. Seconding
the necessary attention to the many procedural issues and in the forefront of
process control register voters and make sure papers, it was performance in this
area well and should be strengthened and developed in the next stage.
6. The voter
registration process, some negative phenomena must make efforts to overcome them
later and among these manifestations:

The presence of unauthorized persons inside
registration centers, including members of security forces which is supposed to
be their presence outside the electoral center to protect it. It is natural that
this totally contradicts with the orientations of the Independent Electoral
Commission in this regard.
