Tammuz organization for social development had issued its third report about the observing the voters registration the duration from 7/8 till 14/8/2008 , and it is a last period that  the independent  high  electoral commission lined it for voters registration operation which started in 15/7/2008. in the report the organization refers on Organized in the report to the formation of commission roving teams for a number of registration centers in several governorates, to expand the citizens participate for registration. That style help to increase the number of voters of the electoral register especially some of these teams go to the person who in charge of giving the food stuffs to people in that places and he marking the all existing names held by the person what stimulated the Organization of the escort teams the Rangers for direct observation of this difference may report recorded a number of observations can be summarized:

  1. The continuation of field visits undertaken by the United Nations delegation, as well as commission officials, whether by the commissioners or directors of regional offices to the Centre for voter registration and these visits was to good effect to emphasize the success of mission.

  8. Get a noticeable improvement in the activity of the Independent Electoral Commission and reflected in the following indicators:
    • Visits continued to managers voter registration centers in the provinces and this gives support and attention to the cadres of commission and the voter registration process.
    • The presence of members of the task registration centers and provides protection for them.
    • Choose the best sites for registration centers and provide protection for them.
    • Technical preparations required by this process (the register of voters, registration forms, stationery ... etc.). Was a good show and are ready early for this process despite the surprise of the absence of a conservation fund necessary materials in some registration centers.
    • Access to voter registration centers have been regularly and this demonstrates the good preparation by the commission, despite the lack of auditors.
    • Remarkable cooperation between commission staff and voters and political entities attorneys general. And this was reflected in the lack of registration of complaints against the commission only where noted registering complaints about the remoteness of the distance to a number of registration centers and not complaints about the registration process.
    • Good deal and positive attitude with the issues of immigrants and migrants, where voters were allowed to (the displaced people and migrants) registered in the register of voters in other places of origin.

Has not been disbursed any observer of the registration centers during the current period of our report, this situation must be positive attention in the coming electoral processes and show greater awareness and mutual respect between the cadre and commission monitors civil society organizations and respect the laws and regulations issued by the Higher Commission of Elections.
