The performance
of Al-Jaafari Governorate does not
meet the satisfaction of most Iraqis
Many
months have passed on the formation
of the government of Dr. Ibrahim
Al-Jaafari, and the political
program of this government which was
presented to the national assembly
and approved is one of its sessions,
pointed out to a set of aims and
objectives which it undertook to
fulfill during the period extending
until the date of the coming
elections.
And with
the aim of measuring the extent of
complying of the aims lard down with
the actual reality and showing the
extent of the citizen feelings with
what actually was achieved, Tamuz
Organization for Social Development
performed a questionnaire is which
it asked certain question to a
sample of citizen numbering 265
persons distributed approximately
equally between women and men and
concentrated in four districts in
Baghdad which are Zayona, Al-Shaib,
Al-Talibiya and Al-Thawra (Al-Sadir)
and the question was the following:

What is your
evaluation of the work of Dr.
Ibrahim Al-Jaafari government in the
following basic fields:
1-
In the
field of achieving security and
combating terrorism.
2-
In the
field of combating corruption.
3-
In the
field of solving the problem of
electricity.
4-
In the
field of solving the problem of
unemployment.
5-
In the
field of the time schedule of the
withdrawal of the multi national
forces.

The
analysis of the parameters obtained
the form in these questions allows
for the registration of the
following general which is the great
majority of those included in the
questionnaire had a negative
position with regard to the
performance of Al-Jaafari government
and this is clear from the following
indications:
-
About 67%
of the sample members (178 persons
out of 265) they see that the
performance of the government in the
field of achieving security and
combating terrorism is not good,
while 16% of the sample they see
that the performance is acceptable
12% good, 3% very good and 2%
excellent.
-
As for the
field of combating corruption the
results came stronger than the
previous paragraph, where it is
noticed that 74% of the members of
the sample (167 out of 265 persons)
they see that the government
performance in this field is not
good compared with 21% shoved that
the performance was good and
acceptable. As for those who
evaluated the performance of the
government in this field as very
good or excellent, it was very
humble and did not exceed 2% and 3%
respectively.

And as far
as what concerns the evaluated of
the performance of the government in
the field of solving the electricity
crisis, the evaluation was extremely
negative, where it appeared that 90%
of those includes in the
questionnaire (239 out of 265
persons) saw that the performance
was not good and 6% acceptable. It
seems that the electricity occupied
the basic issue today, beside the
problem of unemployment and
combating terrorism.
-
It seems
that the high percentage in the
field of electricity (90%) is a loud
expression for the state of
overwhelming popular protest to the
performance of the government in
this field.
-
And in the
field of solving the problem of
unemployment there was 77% (204 out
of 265 persons) who believed that
the performance of the government in
this field was not good, while 15%
of the members of the sample saw
that the performance is acceptable
and not more than 5% saw that the
performance was good. And the
questionnaire did not show who sees
the performances was very good or
excellent.
-
As for
what concerns the evaluations of the
procedures and situations of the
government about the time schedule
of the withdrawal of the multi-
national forces, 68% (180 out of 265
persons) of those to whom question
was asked considered that the
performance of the government was
not good, while 16% of the sample
members saw that it is acceptable
and 9% as good and the percentage
who saw that this performance was
very good or excellent did not
exceed 8% only of the total members
o the sample.
In
conclusion there was 75% (as an
average) of the sample members, i.e.
three quarters of the sample who see
that the performance of the
government in the basic aspects
indicated above was not good, and
this requires from the government to
revive its procedures and perform
real evaluation for the procedures
it took and deducing the appropriate
lessons to attempt to improve the
performance in these fields which
are in direct contact with the
people, especially that the life of
the government is short where there
are only about four months which of
it.
And if we
arrange the results in descending
order we could register the
following:

In
the field of electricity, the
popular resentment reaches the peak
here, and represents 90% of those
included in the questionnaire who
see that the performance of the
government is not good, and the
people did not notice improvement,
even a simple one in this field, and
it reflects the reality of the daily
suffering in which the population
live especially in the capital, this
outrageous reality which even the
supporters of the government
coalition could not defend except
attributing the reasons of failure
in the explosions to which the
centers of electrical power are
subjected. Inspite of the
correctness of this, however it
represents part of the truth and not
all of it.

The
unemployment comes in the second
place, where 77% of those included
in the questionnaire see that the
performance of the government is not
good, and the problem here is that
all the initiatives taken are
cosmetic initiatives and are not
part of long term program. The
reason of this idea is the look of
the consecutive governments
including the president government
to the problem of unemployment as a
technical issue and not as
socioeconomical problem and
consequently it requires a program
with socioeconomical and political
solutions.

Corruption occupies the third place
according to the opinion of the
members of the sample, where it is
noticed that 74% see that what is
taken of procedures are not good
where corruption has become a
phenomenon having infrastructure
reproduced continuously. It seems
that the measures taken by the
government are below the level of
this phenomenon, and this resulting
from the wrong approach of the
government to this phenomenon which
looks of it considering as an
incidental phenomenon and not a part
of structure whose roots are deep in
the political/ economical structure
and part of it is the product of the
buried regime and another part is
connected with the procedures of the
occupation authority, and the third
part is connected with the
consecutive governments that
followed the departure of the buried
regime.

The
situation concerning the procedures
of the government about its
performance in the field of
achieving security and combating
terrorism occupies the fourth place,
where there are 67% of the members
of the sample who believe that the
performance of the government is not
good and below the required level.
Undoubtedly the last months,
irrespective of some achievements
here and there, it showed without
doubt that the performance in the
field of security is below the
required level and it did not
achieve serious achievements inspite
of the statements of these
responsible about this sector whose
judgment to matters and achievements
emanate from mere quantitative
approaches haunted by the game of
figures and not by who study behind
them, and not moving from the vital
question today which is: what are
the qualitative achievements
realized on the level of combating
the forces of terrorism which are
still a main players in the
political scene and its activity did
not weaken except in the mind of the
designers of the reports of the
security sides? The root of the
problem here and the failures and
not achieving a qualitative
transformation lies in a set of
combined reasons but at the foremast
is the security approach of the
issue and not considering the
security solution as a part of
strategy taking into consideration
the economical/ social/ political
procedures and depending on the
masses and putting confidence in
them, and if the present strategy is
not changed the problem will remain
and the sources of terrorism will
not be dried except through the
popular well, the confidence in the
masses and getting rid of the
sectarian sharings and building
security establishments whose first
and last loyalty is to the country
and not to the sect, nationality or
the party concerned.

And
on its part the position of the
government regarding the time
schedule of the withdrawal of the
multi- national forces occupies the
fifth place where 68% of those
questioned considered it not good.
It seems that the inclarity of the
government strategy in this regard
and the multiple statements of the
donating collation sides is the one
that explain this result.
Against
that and in order to form a between

mentioned sample we show below some
